True! The numbers are all off for PvP, so it's short and spicy. A simple fix may be to reduce dmg by 3/4 for PvP.
Then damage dealers would start complaining that you have to offset heals in same way, then healers would get upset etc etc...
Been there, done that. There's no ideal recipe or so it seems. PVP is always going to be "unfair" by the very design of it, unless you do the arena thing where all your skills and gear are replaced for the match duration to be exactly the same for both opponents (or same skill/gear sets for opposing teams).
