It is the second news item on the game login screen. Manticores drop scrolls as a test for a limited time.
I dont see that anywhere in the login screen it said nothing of manticores dropping stuffQuote:

Don't know if the Current Event's item is supposed to change on its own, doesn't seem too. If you manually press the second dot circle under the Current Event Banner the news item will appear.
