Who teaches the cooking recipe dried perch

Checking the recipes file, I find that there is no recipe for making any dried fish meals. There is an entry for it as an item. This being said I have yet to loot a single dried fish item, so my best guess is that ,if it is in game, it something you find on the evil side of Rahu or it is an extremely rare drop.

Dried fish is a fairly common drop from Rakshasa in the evil part of Rahu. It can also be found in chests there.
