Iirc it's an event scroll that drops only on halloween.

As far as I know, it is only something that drops during special events, like the Halloween Event. Kind of like fireworks are only available to find for limited times. So if it is limited time item, you would have to find someone willing to part with a copy that got it during the event, so checking player stalls and/or putting up a work order might be the only way, besides waiting for the next undead invasion event.

sources_abilities.json and sources_recipes.json don't seem to be available yet so can't double check that way yet.

I think the probability is high, but can't give you a 100% guarantee. I'd say the chances are 89% likely.

They are available, but all they tell you is that you get the recipe from the "Alchemy: Gruesome Spooky Punch" goblet, and it only drops during Halloween iirc. You could find it on a player vendor I guess.

ah, we went from version 278 to 287 on files, that easy for me to confuse. Yes the .json are available.

I ended up with a half dozen copies of the recipe during halloween, easy. And I'm not a particularly intense player.
