Transmutation... Failure!

First off I am new to Transmutation but really wish I had started with it months ago. I have been using it on lvl 50 gear for wolf and everything g has been smooth. Now I have saved enough Nice Phlog to start on my lvl 70 gear but no matter what I select to re-roll it gives me a failure message. It does let me keep the Phlog but my lvl 70 armor/ring/amulet just will not let me change anything.

Any insight would be greatly appreciated :).

You need a higher transmutation level to consistently succeed, but you can't level it past 50 (yet)

Okay, thank you. I guess I will get it up and see what happens. I am only lvl20 right now so makes sense that I just need to get it higher just not much documentation.
