Question about skill requirements

Hello,
The skill requirements for items seem a bit odd. I recently got some knuckles for unarmed combat, but they require 10 in sword and shield to equip. Does this mean that gear drops determine their requirements based on whatever you're currently using? I've noticed several items now that require skill levels unrelated to the actual item.
