Very belated, and this isn't the entire process, but here are some hints:

Very basic:
It's acquired in a section of the Nightmare Caves that is similar to the war caches (gates and levers puzzle, etc.)

A bit more:
It's a barter with a kind of crafting station

Extra details:
The barter requires one Empty Rum Bottle and one Discarded Rum Label
