Embrace the chaos. During PvP and in PvP areas, allow hot-swapping loadouts every 15 seconds in combat. Balance it by removing balance.

Problem: I don't think I've seen PVP between two people ever go longer than about 5 seconds :)

True! The numbers are all off for PvP, so it's short and spicy. A simple fix may be to reduce dmg by 3/4 for PvP.

Then damage dealers would start complaining that you have to offset heals in same way, then healers would get upset etc etc...
Been there, done that. There's no ideal recipe or so it seems. PVP is always going to be "unfair" by the very design of it, unless you do the arena thing where all your skills and gear are replaced for the match duration to be exactly the same for both opponents (or same skill/gear sets for opposing teams).

3/4 or even 1/2 doesn't matter. We put out a LOT of damage. Some classes outrageously so.

Watch how most bards quietly play a tune and things die around them.

Watch some animals just casually invite attacks from other players....who die immediately.

Healing doesn't matter when you immediately die. And priest would rather nuke you for 6k than heal :)

PVP is unbalanced. Any attempt to "fix" PVP just leads to time wasted by the Dev team when they could be working on other features.
