Create Fairy Chimes (Group) Quest Bug?

Race: Fairy
Character Creation Date: May 17th, 2020
Possible Bug Issue: Unable to obtain the Create Fairy Chimes quest
Current Favor with Felmer: Close Friends
Fae Realm Quest Not Complete (as far as I know): Kill Fire Spiders (for the Troll)

I am not sure if this is a bug, or if I am doing something wrong. Everyone in my group was able to receive the Create Fairy Chimes quest but me, and I boosted my favor up with Felmer to Close Friends, logged out, reset the dialogue window ... nothing seemed to help. It is just not there, nor is it in my quest log. I completed the Fairy questline to leave the Realm when I started, other than that one troll quest, so I am wondering if my character might be bugged, or is there something else I am missing?

Not entirely sure, but

I didn't see a whole bunch of quests till I got to level 25 Fae or something like that. I think Chimes might have been one of the ones that did appear with the level up. Maybe someone else can confirm or have better info.

I currently have a 24 skill there, so I can try that out and see what happens. That'd be interesting if that's the case as I know the non-Fairy races are able to do the quest as well. It gives me something to work towards, so I'll start going for that. I appreciate the suggestion, and hopefully, it will work!
