Laura Neth wont accept work orders from animal forms, others players said she hasnt for a long time. Thimble Pete was fixed and he does now, why would Laura Neth be different. Please fix it.

Have you tried using Word of Power Illusions to trick her into accepting word orders?

If Thimble Pete accepts them, Laura Neth should too, It just needs to be fixed and apparently no one has said anything. That is what Beta is for, to find the bugs and report them.
