Warden quests

I completed up to when you go to the sacred grotto and knock on the door. The next quest is to go to Sun Vale to speak with Norbert. I have been in animal form for close to 10 hours and I am best friends with him. I can not complete this quest because when talking to him the only dialogue available is "So what's the plan?" to which I can only reply "That's all, goodbye". I'm not sure what to do. I went back and talked to the suspicious cow and Red and nothing advances this quest. Just curious if this has happened to anyone else. I should mention this all was done in spider form but I have swapped to deer form from druid and it still doesn't work. I have aborted the quest and ran out to the sacred grotto to get it again and Norbert still won't complete the quest.

Does the talk-to-Norbert quest appear in your quest log? (Should be under Sun Vale, name of the quest is "The External Resource Coordinator").

EDIT: And if not, does the previous quest -- the one to knock on the Grotto door -- still appear? (Under Kur Mountains, "The Sacred Grotto Password").

Yes The External Resource Coordinator is in my quest log. I aborted it once and ran back out to the sacred grotto and it gave me The External Resource Coordinator again. When I returned to Sun Vale the quest would still not complete when talking to Norbert.

This sounds like a bug with the quest script. I would report it in-game.

I did it with Norbert on first character but on second character, Norbert didnt seem to work, so I talked to Red in Kur

That sounds like a different part of the quest (the part where you have to talk to one of 3 or 4 npcs -- supsicious cow in another) to receive the first part of the quest.

The part after you knock on the grotto door is to talk to Norbert, not anyone else.

Yeah, I am past the first part. Even so, I did go around and talk to Red and the suspicious cow just to make sure. The quest specifically says to talk to Norbert in Sun Vale.
