why do all the bows have crossbow mods and not archery/bow mods?

Do you have crossbow AND archery trained? Loot sometimes has mods to random skills that seem to be taken from your profile. EG: If you are Lycan, you may find loot with Lycan mods, even if Lycan was not one of your active battle skills.
