The "Account Package Manager" is for the future. There isn't any way to use it yet,as far as I know.

I have a feeling that it is just a new interface for the existing /Redeem command. Any which way, it is probably groundwork for the optional VIP subscriptions.

I knew exactly what you were talking about because, I selected it somehow, ran around looking all over for it. And ended up asking pretty much the same thing.
