If I equipped a Lucky Belt of The Soldier will that increase the frequency of sword and sheild drops

The best way to make sure that you get sword/shield drops is to be fighting with those two skills equipped. Equipping a new belt would have little to no effect in terms of what loot you get.

I don't know that there are any belts that function that way any longer.
